Rolling coal is the practice of modifying a diesel engine to increase the amount of fuel entering the engine to release large amounts of black soot or gray smoke into the air. Rolling coal is a striking form of air pollution, for entertainment or for protest. In July 2014, the US Environmental Protection Agency declared that the practice was illegal, in violation of the Clean Air Act prohibiting the manufacture, sale and installation of "passage for motor vehicles passing, losing, or not operating at all. [and] prohibit anyone from damaging emissions control devices on motor vehicles by disposing of them or making them unable to operate before or after sales or shipments to buyers. "In March 2015, Illinois General Assembly representative Will Guzzardi issued a bill proposing to impose a fine of $ 5,000 on anyone who removes or alters their vehicle emissions EPA equipment. Guzzardi has asserted that "The fine will come on top of all penalties enforced by current legislation prohibiting emission damage."

In May 2015, New Jersey Governor Chris Christie signed the bill into law prohibiting the retrofit of diesel-powered vehicles to increase particulate emissions for coal removal purposes. Those found violated are subject to fines by the State Department for Environmental Protection. The bill was introduced by state lawmaker Tim Eustace after a pickup truck blew up smoke at Eustace's Nissan Leaf while driving on the New Jersey Turnpike. In Colorado and Maryland, the proposed ban failed in 2016 but was ratified in 2017.

The practice of rolling coal has not quite spread to justify laws outside the United States.
