Smokey Mountain is a term created for a large TPA located in Tondo, Manila.

History
Smokey Mountain operates for over 40 years, comprising over two million metric tons of waste. Flammable substances in decomposing waste cause many fires that have caused many deaths.
In 1993, a joint venture agreement, between the National National Authority (NHA) and R-II Builders Inc. (RBI) was created to build a low-cost housing project in Smokey Mountain. On August 15, 2007, this agreement was declared valid by the Philippine Supreme Court. This area was officially closed in 1995. The site was converted into a public housing for poor people living in the slums surrounding the landfill. Slums are also being cleared, which is home to 30,000 people who make a living from picking up landfill waste.
Projects have been enforced by Government and non-governmental organizations to enable urban resettlement sites for slum dwellers. According to UN-Habitat reports, more than 20 million people in the Philippines live in slums, and in Manila alone, 50% of the more than 11 million people live in slums.
Migrate to Payatas Dump
When Smokey Mountain closed in 1995, many scavengers migrated to Payatas's disposal site, where another large scavenging community emerged. As of 2007, about 80,000 people live in Payatas dumps. In 2000, landslides at the disposal of Payatas killed more than two hundred scavengers.
