Histori
The Great Smoky Mountain Council was established as Knox County Council in 1915. The Cumberland Council was formed in Lenoir City in 1927 and a council of the same name was formed in LaFollette from 1921-1923. The Great Depression sees the consolidation of these councils into the Knoxville County Council. The name was changed in 1943 to its present incarnation.
In 1915, the first Knox County Council summer camp was held at the Helpful Camp, near Elkmont, in what is now the Great Smoky Mountains National Park. Four years later, the camp was held at a facility in Powell known as The Scout Ranch.
In 1936, the Knoxville Board rented a patch of property in Norris Lake from the Tennessee Valley Authority. This soon became the summer camp of the Council, named Camp Pellissippi. 1938 saw Camp Pellissippi's first summer camp season; 75 Scouts came with 600 attendees the following year. Pellissppi Lodge 230 of the Arrow Order was named for the camp.
In 1952 some Scout leaders including William Perry "Buck" Toms bought a piece of land on the shores of Lake Watts Bar using the proceeds from the Scout event. Three years later, the first summer camp was held at Buck Toms with 155 Scouts and leaders present. The first participants arrived by boat, due to the lack of a path to the camp field. Electricity was implemented in the camp in 1957.
In 1977, the dining room at Camp Pellissippi was destroyed by fire. The summer camp was made dead and although the council had retained the property as a campsite for troops, it did not function as a summer camp since then. This leaves Buck Toms Camp as the only summer camp of the Great Smoky Mountain Council.
1994 saw the renovation of Buck Toms with the addition of several buildings, including a dining room that greatly enhanced the camp capacity.
